JSC Scientific Center of Pediatrics and Pediatric Surgery, being the coordination center of the entire pediatric service in the Republic of Kazakhstan, continues its work to improve the implementation of universal progressive patronage (UPMP) approaches, including in Almaty.
In March 2022, the national Standard for the organization of pediatric care in the Republic of Kazakhstan was updated with the main provisions of the reformed UPMP throughout the country. The essence of the UPMP is to assess the risks to the health and life of young children on the one hand and develop measures to eliminate these risks. Taking into account the variety of tools of the UPMP program, the patronage team can help realize the potential of every family and every child. The value of the program is the possibility of using an equal start in life for each child, revealing his potential abilities and supporting the family in difficult conditions, eliminating or reducing the risk of repeating the behavior and lifestyle of parents in the next generations. Intra- and intersectoral links are used to comprehensively solve family problems, and foster care workers involve a PHC social worker in providing comprehensive integrated care, including medical and social assistance.
Every year, employees of the relevant department of JSC Scientific Center of Pediatrics and Pediatric Surgery travel to the regions, where they conduct yard rounds directly with PHC specialists, visit different families with children under the age of 5, assess risks locally, train PHC specialists to identify and assess these risks, and jointly develop a prevention plan these risks.
Such a large metropolis as Almaty, taking into account the large number of its population, its diversity and the presence of labor migration, is most susceptible to such adverse factors.
Therefore, on January 10, 2024, a meeting was held between representatives of JSC Scientific Center of Pediatrics and Pediatric Surgery, represented by L.N. Manzhuova, Deputy Chairman of the Board for Scientific and Innovative Activities, and Kim N.G., republican coordinator of UPMP /IVBDV, with the head of the Department of Maternal and Child Health of the Public Health Department of Almaty. Kalibekova G.Z., with the Commissioner for Human Rights of Almaty, K.M. Maldybaev and the director of the branch of the National Alliance of Professional Social Workers in Almaty. Almaty Abdykalykova Zh.N., where the main problematic issues on the implementation of UPMP in Almaty were discussed, strategies and measures of the roadmap, a joint action plan for 2024 were developed.
