As part of the agreements between the Scientific Center of Pediatrics and Pediatric Surgery JSC and the Public Health Department of Almaty, a number of educational programs for medical workers of the city were planned to promote the Universal Patronage program for Pregnant women and Young Children (UPMP).
According to regulatory legal acts, in order to implement effective patronage at each site serving the attached children's population, a separate staff unit of an exempt patronage nurse has been allocated. However, misunderstanding of the role of these medical workers sometimes leads to an incorrect distribution of functional responsibilities. Therefore, in order to inform about the potential of the program of home visits to key people (Parliament, Ombudsman for Human and Child Rights, Ministry of Health, Justice, Social Protection) in order to receive support from local executive authorities in promoting the program, it is necessary to strengthen the involvement and control of top managers, deputy managers and doctors in the process of monitoring the work of the UPMP and IVBDV at the PHC level.
In this regard, as part of the joint work plan, from January 24 to January 26, 2024, an orientation training for primary health care managers in Almaty on the topic "Universal progressive model of patronage care for pregnant women and young children in the Republic of Kazakhstan" was held at polyclinic No. 5.
The training was conducted by the UNICEF consultant, master trainer Natalia Kim.
The seminar was held in an interactive format, with the active involvement of the seminar participants in the work on identifying risks for developmental and health disorders of children, counseling pregnant women, assessing the needs of families in difficult situations, and drawing up an individual family support plan.
The participants of the seminar provided advice to young children on nutrition, stimulation of development through a demonstration of reading, joint games and were trained in the manifestation of parental warmth and love. After training and theoretical training in role-playing games, the heads of PHC organizations conducted counseling for pregnant women on nutrition and identifying their risks of depression. When visiting households, the seminar participants actively worked with families, identifying risks and then, after analyzing the case, made a plan for individual family support. Attention is drawn to the active participation of PHC managers in the learning process, their constant feedback on each UPMP risk identification tool.
Studying the best practices on the one hand, assessing real-life situations on the other hand, in our opinion, will help the heads of healthcare organizations in the future to properly build the work of the UPMP service in each organization.
